The Assembly met at 9.30 A.M. with the Speaker in the Chair.

1.    REPORT OF THE BUSINESS ADVISORY COMMITTEE :

        The Speaker announced the report of the Business Advisory Committee settling the time table for disposal of various classes of business for the current session of the Assembly.

2.    MOTION UNDER RULE 231 :

        Shri. M.N. Majaw, Minister for Parliamentary Affairs, moved the following motion which was adopted by the House :

"That this Assembly agrees with the allocation of time proposed by the Business Advisory Committee in regard to the various items of business for the current session."

3.    PANEL OF CHAIRMAN :

        The Speaker nominated the following members to the Panel of Chairman for the Current Session :

1. Shri. S.D.D. Nichols Roy,
2. Shri. H. Hadem,
3. Shri. Salseng Marak,
4. Shri. Mozibar Rahman,

4.    NOTICE OF ADJOURNMENT MOTION :

        The Speaker informed the House that he had received a notice for adjournment of the Assembly under Rule 56 (1) for discussing the grave situation faced by the people living in the villages of Rambrai Syiemship bordering Assam arising out of the alleged atrocities committed by the Assam Police personnel, tabled by Shri. H. Hadem (HSPDP).

        Shri. H. Hadem dwelt on the admissibility of the motion and pressed for acceptance of his motion by the Speaker.

        Shri. B.B. Lyngdoh (APHLC) stressed the need for utilising the earliest opportunity to discuss the situation.

        Shri. Maham Singh (MULF), Shri. S.D. Khongwir (HSPDP), Shri. S.D.D. Nichols Roy (APHLC), Shri. E. Iawphniaw (HSPDP) and Shri. Rowell Lyngdoh (HSPDP) also supported the notice on the ground that the issue sought to be raised was urgent, of public importance and warranting immediate attention of the House, while, Shri. P.R. Kyndiah, Minister for Revenue etc., Shri. M.N. Majaw, Minister for Parliamentary Affairs and Shri. D.D. Pugh, Chief Minister, opposed the notice contending that the matter was not urgent inasmuch as the incident was not or recent occurrence and that the Government was already seized of the matter, at the same time admitting that the matter was no doubt serious and very important.

        The Speaker reserved his ruling on the admissibility of the motion.

5.    PRESENTATION OF SUPPLEMENTARY DEMANDS FOR 1978-79 :

        The Minister for Finance, Shri. M.N. Majaw, presented the Supplementary Demands for Grants and Supplementary Appropriations for 1978-79.

6.    LAYING OF ORDINANCES :

        The Minister for Finance, Shri. M.N. Majaw, caused the Legislative Assembly of Meghalaya (Speaker and Deputy Speaker, Salaries and Allowances) (Amendment) Ordinance 1979 (Ordinance 1 of 1979) and the Meghalaya (Ministers' Salaries and Allowances) (Amendment) Ordinance, 1979 (Ordinance 2 of 1979) to be laid on the Table.

7.    MOTION FOR ELECTION TO COMMITTEE :

        (i) The following motion moved by Shri. Tylli Kyndiah, a member of the Committee on the Welfare of Scheduled Tribes, Scheduled Castes and Other Backward Classes on behalf of the Chairman, Shri. Jenden Ch. Marak, was adopted by the House :

"Whereas the term of the Committee on the Welfare of Schedule Tribes, Scheduled Castes and other Backward Classes expires on the 31st March, 1979, this Assembly do elect either measures to the said Committee according to the principle of proportional representation by means of single transferable vote to function from the 1st April, 1979".

        (ii) Shri. S.D.D. Nichols Roy, Chairman, Committee on Estimates, moved the following motion :

"Whereas, Shri. Evansius Kek Mawlong has ceased to be a member of the Committee on Estimates by virtue of his being appointed a Minister with effect from the 21st February, 1979, this Assembly do elect another member in accordance with Rule 244 (1) of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly to fill the vacancy for the remaining term of said Committee".

        The motion was adopted by the House.

8.    CONSTITUTION OF VARIOUS ASSEMBLY COMMITTEES :

        The Speaker announced the names of the Members of the following Legislature Committees to function from the 4th April, 1979 :-

10.    ANNOUNCEMENT FROM THE CHAIR :

        The Speaker informed the House that he had received communication from the Secretary, Parliamentary Party H.S.P.D.P., Shri. Lambourne Kharlukhi, to the effect that the H.S.P.D.P. had decided to sit in the Opposition as a result of the recent political alignment in Meghalaya. The Chair also gave out the latest party position inside the House as follows :

(1) A.P.H.LC. - 31.
(2) H.S.P.D.P. - 12.
(3) M.U.L.P. - 10.
(4) P.D.I.C. - 3.
(5) JANATA - 1.
(6) INDENDENT - 2.

        The Speaker granted formal recognition to the H.S.P.D.P. as one of the Official Opposition Parties and also recognised Shri. S.D. Khongwir, the Leader of this Party, as the new Leader of the Opposition.

11.    OBITUARY REFERENCES :

        The Leader of the House, Shri. D.D. Pugh, referred to the said demise of Shri. Jairamdas Doulatram, former Governor of Assam, and Shri. R.K. Khadilkar, former Deputy Speaker of Lok Sabha and also a former Union Minister and expressed his deep sense of sorrow.

        The Leader of the Opposition, Shri. S.D. Khongwir and Shri. Maham Singh also shared the sentiments expressed by the Chief Minister.

        Associating himself with the sense of sorrow expressed by the House, the Speaker paid glowing tribute to the vast contributions made by the deceased in the service of the nation.

        The House then observed two minutes' silence as a mark of respect to the deceased.

        ADJOURNMENT :

        The House rose at 11 A.M. to meet again at 9.30 A.M. on Friday, March 6, 1979.
