Construction of Stadiums in Garo Hills

(b) If so, the steps taken in this regard?


 		   (b) The construction works of the Stadiums and Playground in certain areas of Garo Hills have been completed an in some areas, construction works are being taken up.
(c) The present status of the construction of Tura Stadium at Alotgre, Tura?

 		   (c) Phase I of the project has already been completed, and the stadium made functional. Work order for Phase II has been issued and the construction work is expected to commence during the current financial year.

 		   (a) The areas known as Block I and Block II were excluded from the then United Khasi and Jaintia Hills vide Notification No. TAD/R/31/50/148, dt.13.4.1951 and transferred to the then Mikir Hills autonomous District (now Karbi Anglong District) vide Notification No. TAD/R/31/50/149, dt. 13.4.1951. The areas so transferred were excluded from the new State of Meghalaya as defined in the North Eastern Areas RE-organisation Act.
(b) Whether Government has taken up security and safety measures for those people living in Block I and II?   (b) The State Government has taken up the matter with the Government of Assam.
(c) The amount of financial assistance given to those affected who camped in Sahsniang?   (c) No financial assistance has been extended in monetary terms.

 		   (c) The main functions of the Board are to promote cultivation, procession and marketing of commercial crops in the State.

Tura Water Supply Scheme

(a) Whether it is a fact that six pumps have been purchased for Tura water supply scheme - 2nd phase ?   (a) Yes, Sir.
 
(b) If so, the date of purchase and commissioning HP of each pump and voltage required to run these pumps ?





 		  

(b) 3(three) nos. of pumps were purchased on 12.08.1981 and commissioned on 1.02.1983.

Another 3(three) nos. of pumps were purchased on 9.03.1995 and commissioned on 9.11.1995.

The HP of each pump set is 400 HP.
Voltage required to run these pump is 420 volts.
(c) Whether sufficient power is available to run these pumps ?
 		  

(c) Sufficient power is not available during peak hours, Sir. Action has been initiated to draw a dedicated lint to the pumping station.

Nongmensong - Mawpat Road

Low Power Voltage

(a) Whether government is aware of the chronic low voltage problem being faced by the consumers of the entire Phulbari Sub-Division (Me.S.E.B.) ?   (a) Yes, Sir.

 
If so, the corrective measures being initiated ?








 		   (b) Action has been initiated to improve the voltage level in the affected areas which includes the following works :-
(i) Construction of additional 33 KV line to Phulbari from Rongkhon 132 KV Sub-Station.

(ii) Extension of existing 33 KV network from Phulbari to Tikrikilla.

(iii) Construction of 2 nos. additional primary Sub-Stations at Hallidayganj and Tikrikilla.
(c) Whether power consumption is less when there is low voltage ?   (c) No, Sir.
 

Vehicles in Meghalaya House New Delhi

Mobile Drilling Machine & MTP for Garo Hills

(b) If so, the total cost of the machine including the date of commissioning and present functional status ?




 		   (b) The Total Cost of the Mobile Drilling Machine and Mobile Treatment Plant (MTP) are Rs.2090 lakhs and Rs.38.98 lakhs respectively.
     The Mobile Drilling Machine was Commissioned in April, 1989 and the Mobile Treatment Plant (MTP) was commissioned on November 2003. Both the Machines are presently functional.

Shillong Bye-Pass Road

Cashewnut & Ginger Processing Unit

Traffic Congestion

   The Government is fully aware of the traffic congestion in Shillong city and measures have been taken from time to time to ease the traffic congestion. Some of these measures are :-

   - Construction of Parking lots within the city area.
   - Widening of roads where ever possible.
   - Regulation of entry of heavy vehicles especially to
     trucks.
   - Introduction of one-way traffic system and No Parting
     Zone in very congested areas.
   - Mobile task force and mobile courts are being taken
     up to deal with traffic violation.
   - Traffic weekly review is held to ensure effecting
      functioning of the traffic system in the city.

(b) If so, the action taken up by the Government to overcome this situation?

 		   (b) Government has sanctioned a Scheme, namely, Implementation of Tura Phase III Water Supply Scheme under Non Lapsable Central Pool of Resources (NLCPR). The works will be started during 2003-2004.

Tura Civil Hospital

(b) Whether it is a fact most of the doctors are leaving the O.P.D. at 12.00 noon in spite of having lots of unexamined O.P.D. patients in their respective rooms?   (b) Sir, after making round at 9 A.M. Doctors sit in O.P.D. till there is no more patients in outdoor. However, patients who doe not  get O.P.D. Registration can attend emergency room where Doctor is available 24 hours.

Improvement/Repair of Road

District Jail Complex at Nongpoh

 		   (b) Sir, the land was acquired during 1999 and the amount involved is Rs.61,16,338/-.
(c) The present status of construction and estimated cost?
 		   (c) Sir, construction not yet taken up. The estimated cost is Rs.6.28 crores.

Issue of Short Quantity Petrol

(a) Whether it is a fact that most of the petrol pumps are issuing short quantity of petrol than the actual quantity shown in the meter?   (a) No, Sir, only a few such cases have been detected.

 
(b) If the answer to (a) above is in the affirmative, the action taken against the owner of these Petrol Pumps?


 		   (b) Petrol Pumps found giving short delivery are closed temporarily till the defects are rectified. pump owners are also proceeded against under Section 39 (2) of the Standards of Weights and Measures (Enf) Act/Rules for commission of an offense.
(c) Whether there is any case of arrest or fine so far relating to (b) above.   (c) There has been no case of arrest so far, but fines are being imposed on defaulting pump owners.

Electric Crematorium

(c) When is the crematorium scheduled for commissioning?   (c) Sir, Commissioning of the project will depend on sanction and released of fund by Government of India.

Traffic Congestion at Tura Town

 		   (c) Proposal for widening of NH - 51 Tura Town portion from 94 Km to 101 KM has been taken up with the Ministry of Road Transport and Highways.
        Also proposal for widening to double lane of Agia - Mendhipara - Phulbari - Tura road for 60 Km Tura side has been agreed by the North Eastern Council.

(a) Whether Government is aware that the present rate of old age pension needs upward revision?   (a) Yes, Sir.
 
(b) If so, whether Government is taking any step to enhance the present rate of pension?   (b) The matter is under examination, Sir.
 
(c) The total number of Old Age pensioners in the State?   (c) Sir, at present the total number of old age pensioners in the State is 35550.

I. A. S. Competitive Examination

(a) Whether there is any free Training/Coaching Institute for Scheduled Caste/Scheduled Tribe Candidates who will appear for the Indian Administrative Services Competitive Examination in New Delhi or other States?

   An All India Services Pre-Examination Training Centre is functioning here in Shillong. State Government is not aware of any Training Institution located at Delhi, because such Institute would be under the Government of India/Government of Delhi.

Relief to the Affected Families

 		   (b) An amount of Rs.50,000/- as per the prescribed norms of assistance has been granted to the next of kin of the deceased viz., Smti. Samina Khatoon of Dhobighat Laban on 4.12.2003. Assistance to the other families affected by the flood which occurred on 10.10.2003 has also been sanctioned as per the norms.
(c) The total amount disbursed to the said victims?   (c) At present, Rs.50,000/- only has been disbursed.
(d) The number of articles distributed to the families?   (d) Nil.

MCS/MPS/TAO Examination

(a) Whether Government has set up any Training Institution/Coaching Class for Candidates who will appear for the MCS/MPS/TAO, etc. competitive examination to be conducted by the MPSC?

 		   (a) Candidates who avail coaching in the All India Services Pre-Examination Training Centre which mainly imparts training to candidates for the Civil Services Examination conducted by the Union Public Service Commission also appear in other Examinations such as the MCS, MPS, etc.
(b) If so, the location of the place?


 		   (b) The All India Services, Pre-Examination Training Centre is located at the premises of the Meghalaya Administrative Training Institute, Additional Secretariat Building.
(c) If not, the reasons thereof?   (c) Does not arise.

Shortage of Cement

(c) The action Government is taking to overcome the situation and ensure regular supply in the State, before releasing quota to dealers outside the State?  

Traffic Problem in Shillong

(c) Whether Government is aware that motorists are facing serious problem particularly in the stretch between Generals point to Civil Hospital, Rap's Mansion to Police Bazar and Paltan Bazar area?   (c) Yes, Sir.


 
(d) Whether Government is aware that the bazar bus diverted through Paltan Bazar area are causing further congestion in the area?   (d) No, Sir.
 
(e) If so, whether Government propose to allow the bazar bus to come to jeep stand via Garikhana point by relaxing existing one way traffic restriction?   (e) Does not arise in view of (d) above.

Apartment Registration Act

(b) If so, whether Government has framed the Apartment Registration Act for registration of such apartments in Meghalaya?   (b) No, Sir. All Apartments does not require to be registered.
 
(c) If not, the reason thereof?


 		   (c) All types of Buildings activities are regulated as per Meghalaya Building Bye Laws 2001. However, the Department is examining the legislation on regulating the Flats/Apartments for outright sale/transfer, etc.
(d) Whether the Government is aware that in absence of Registration Act, Government is unable to realise revenue in the form of registration fee, etc.?   (d) No, Sir such unauthorised transfer has not come to the notice of Government.
