 		   (a) There are 21 (twenty one) Nos. of Roads Divisions in the State of Meghalaya (List of the Divisions District wise is placed on the Table of the House).
(b) Whether any new Division was created after 2000-2001?   (b) Yes, Sir, 2(two) P.W.D. (Roads) Divisions were created in 2002.
(c) If so, when and what are the Divisions created?

 		   (c) The Divisions created are P.W.D. (Roads),  Sohra Division, Sohra and PWD (Roads), Umsning Division, Umsning.
    1. Sohra Division was created on 11.4.2002.
    2. Umsning Division was created on 26.9.2002.

(a) Whether it is a fact that mining is done in Meghalaya in the most unscientific way?   (a) Both Scientific and unscientific Mining of Major Minerals are carried out in the State.
(b) If so, whether the Government is contemplating to take any action in this regard so that scientific method of mining is implemented in the State?   (b) The matter is being examined Sir.

 
(c) Whether the Government is extending any help to the accident victims while mining?   (c) No, Sir.
 

PMGSY Scheme

*122. Will the Minister in-charge, Public Works (Roads) be pleased to state:-

    
(a) The district-wise target fixed for construction of roads under PMGSY scheme for the year 2002-2003 and district-wise allocation of fund, received from Government of India?   (a) PMGSY proposal of schemes for the year 2002-03 are under process, meanwhile the Government of India has allocated Rs.35.00 Crores for the purpose.
 
    The District-wise allocation area as follows:-
    1. East Khasi Hills - 7.196 Cr.
    2. West Khasi Hills - 6.123 Cr.
    3. Ri-Bhoi - 3.567 Cr.
    4. Jaintia Hills - 5.022 Cr.
    5. East Garo Hills - 3.815 Cr.
    6. West Garo Hills - 6.923 Cr.
    7. South Garo Hills - 2.264 Cr.
(b) The actual Division-wise physical and financial achievement against target fixed and fund allocated?   (b) The PMGSY proposal for the year 2002-03 are still under process.
(c) Whether all guidelines, modalities and norms fixed by Government of India are followed strictly, prior to, during and after completion of individual schemes including submission of utilization certificate in time?   (c) Yes, Sir. However, submission of Utilisation Certificate depends on the completion of works by the Contractors.
 
(d) The proposal District-wise target both physical and financial for the ensuing financial year 2003-04 under PMGSY scheme?   (d) Does not arise in view of reply to (b) above.

(a) Whether it is a fact that the M.P.S.C. cell has been created for Tura?   (a) Yes, Sir. However, steps are being taken to further strengthen it.
(b) If the answer to (a) above is in affirmative, the date of notification?


 		   (b) Date of Notification does not arise in view of the fact that Public Service Commission is a creation of the Constitution of India. However, Meghalaya Public Service Commission Cell, Tura has been inaugurated on 31st May, 1994.

(b) If so, the total area of land so encroached?   (b) & (c).

(c) The amount paid for each flat?
 		   (c) The total cost is Rs.65.99 lakhs, Sir. Rs.28 lakhs has been paid during 1999-2000.
(d) The total accommodation expected?   (d) About 60 persons, Sir.

(a) The details of the outcome of the meeting of the Ministry Department with the Board of Control for Cricket in India (BCCI) recently held in Kolkata regarding the New Area Development Programme of the BCCI?   (a) The BCCI will cover Meghalaya under the New Areas Development Programme (NADP) which will include coaching camps to be conducted by its experts, provision of ground and fitness equipment and visit of consultant, curators, and grounds men very soon.
(b) Whether the Government is taking any specific policy for the development of cricket in the State?   (b) Yes, Sir.
 
(c) If so, the details thereof?
 		   (c) A Sports policy for the State including cricket is in the final drafting stage.

Municipal Board Elections

(a) Whether it is a fact that no elections were held for Tura Municipal Board till date?   (a) Yes, Sir.
 
(b) If the answer to (a) above is in affirmative, the reasons thereof?

 		   (b) Sir, one of the eligibility criteria was that those occupying a holding assessed to tax could only be enrolled in the Municipal Electoral Roll. Proposal of holding election is under examination.

Selsella Minor Irrigation
