(a) Whether the Veterinary aid Centres at Chopapara, Godalgre and Rugapara are presently functioning?		(a) Veterinary aid Centres at Rugapara is partially functioning while Veterinary Aid Centres at Godalpara are not functioning.
(b) If not the reason thereof ?		(b) The Creation of Posts is under process.

College Teachers Allowances

*63. Will the Minister in charge, Higher & Technical Education be pleased to state :-
(a) Whether it is a fact that Government has stop extension of "other allowances" to College Teachers?		(a) College Teachers drawing the Revised UGC Scale of pay 1996 are paid only basic pay and dearness allowance, Sir.
(b) If so, the reason thereof ?		(b) The deficit Colleges in the State are not State Government Employees but their Salarries are fully borne by the State Government. Their total emoluments should therefore, not be bigger than that of the State Government Employees of the corresponding category. Since the Government of India will reimburse 80% of the additional expenditure involved in increased pay only, the additional expenditure for DA and other allowances has to be borne entirely by the State Government. Moreover, the support from the Government of India will be only up to 31/03/2000 and thereafter, the entire expenditure will be borne by the State Government under Non-Plan. Therefore, due to resource constraint the Government have decided that the Revised UGC Scale of Pay may be given along with Central rate of DA with effect from 01/01/96. No other State allowances be given.

Renovation Schemes

(a) Whether it is a fact that a number of Schemes for Renovation under Rongjeng Sub - Division has been sanctioned ?		(a) Yes, Sir, 6 (six) Nos. of Renovation of schemes have been sanctioned during 2003-2004.
(b) If the answer of (a) above is in the affirmative, the present position of those Schemes ?		(b) The schemes were sanctioned during the last part of the financial year 2003-2004. Implementation of schemes will commence during the current financial year 2004 - 2005.

Krishi Vigyan Kendra

Operation of Saw Mills

*68. Will the Minister in charge, Public Health Engineering be pleased to state :-
(a) The steps Government has taken to shift the operation of saw mills in the Industrial Estate ?		(a) Sir, the steps taken by the Government are as follows:- 1. Industrial areas were declared. 2. Applications were invited for Mills cleared before 15.1.1998 by the High Powered Committee, as per orders of the Supreme Court, inviting them to shift to designated Industrial Estates. 3. Seeing that most of the applications were received after the date fixed for the purpose i.e. 31.3.99, extension upto 7th April 1999 was allowed by the Principal Chief Conservator of Forests. 4. No Objection Certificate was given by the Forest Department to the Industries Department to allot land to the eligible Mills i.e. the High Powered Committee cleared Mills that had submitted applications before 7th April 1999. 5. On completion of shifting by these Mills, certification was sought from concerned Divisional Forest Officer as to completion of shifting procedures and only after such report was received were the Sawmills given license. Some areas in Byrnihat were declared as Industrial Estates by the State Government and as some Sawmills were already located in these areas, they did not have to shift and are presently running in the original location which are now deemed Industrial Estates.
(b) The number of sawmills still operating outside the Industrial Estate?		(b) Closure of all Sawmills operating outside Industrial Estates had been initiated earlier and re-sealing of those Mills, which had earlier been closed but started functioning again has been taken up recently and is continuing. The number of such Sawmills still operating and due for closure is approximately fifty numbers as per records available. First Information Report have been lodged with the concerned Police authorities against these Sawmills owners who have again started functioning after breaking the seal affixed earlier.

(a)	When did the Industrial Training Institute in Jaintia Hills District located at Khliehtyrshi started functioning?	(a) The Industrial Training Institute (ITI) in its own buildings at Khliehtyrshi, Jaintia Hills District started functioning from the year 1992.
(b)	What kind of trade is being provided?	(b) The Trades provided are (1) Stenography (2) Welder.(3) Electrician and (4) Mechanic (Motor vehicle) All the four trades are the designated trades under Craftsmen Training Scheme (CTS) of the Government of India.
(c)	Whether there is any proposal for upgrading it at par with the rest of Industrial Training Institute in the State?	(c) No, Sir, The Industrial Training Institute located at Khliehtyrshi, Jaintia Hills District is already at par with other ITIs in the State.

Outdoor Stadium at Jaiaw

(a)	Whether the construction of an outdoor stadium at Jaiaw (Student's field) has been completed?	(a) No, Sir.
(b)	If not the present status?	(b) The work for construction of Outdoor Stadium at Student's Field, Jaiaw, Shillong is in progress. About 80% of the works have been completed. The items of works which are yet to be completed are Providing of Roof Trusses Roofing, Improvement of Playground, Providing Internal electrification, Internal Water supply connection and other miscellaneous finishing works namely plastering, painting etc. The project is scheduled to be completed within 2004-2005.
(c)	The total estimated amount and amount spent till date?	(c) (i) The total estimated value of the works is Rs.141.40 Lakhs. (ii) The amount spent till date is Rs.81.00 Lakhs.

Collection of Royalty
