(a) College Teachers drawing the Revised UGC Scale of pay 1996 are paid only basic pay and dearness allowance, Sir. | |

(b) The deficit Colleges in the State are not State Government Employees but their Salarries are fully borne by the State Government. Their total emoluments should therefore, not be bigger than that of the State Government Employees of the corresponding category. Since the Government of India will reimburse 80% of the additional expenditure involved in increased pay only, the additional expenditure for DA and other allowances has to be borne entirely by the State Government. Moreover, the support from the Government of India will be only up to 31/03/2000 and thereafter, the entire expenditure will be borne by the State Government under Non-Plan. Therefore, due to resource constraint the Government have decided that the Revised UGC Scale of Pay may be given along with Central rate of DA with effect from 01/01/96. No other State allowances be given. | |

Operation of Saw Mills

| (a) The steps Government has taken to
shift the operation of saw mills in the Industrial Estate ? |
(a) Sir, the steps taken by the Government
are as follows:-
1. Industrial areas were declared. 2. Applications were invited for Mills cleared before 15.1.1998 by the High Powered Committee, as per orders of the Supreme Court, inviting them to shift to designated Industrial Estates. 3. Seeing that most of the applications were received after the date fixed for the purpose i.e. 31.3.99, extension upto 7th April 1999 was allowed by the Principal Chief Conservator of Forests. 4. No Objection Certificate was given by the Forest Department to the Industries Department to allot land to the eligible Mills i.e. the High Powered Committee cleared Mills that had submitted applications before 7th April 1999. 5. On completion of shifting by these Mills, certification was sought from concerned Divisional Forest Officer as to completion of shifting procedures and only after such report was received were the Sawmills given license. Some areas in Byrnihat were declared as Industrial Estates by the State Government and as some Sawmills were already located in these areas, they did not have to shift and are presently running in the original location which are now deemed Industrial Estates. |

(b) Closure of all Sawmills operating outside Industrial Estates had been initiated earlier and re-sealing of those Mills, which had earlier been closed but started functioning again has been taken up recently and is continuing. The number of such Sawmills still operating and due for closure is approximately fifty numbers as per records available. First Information Report have been lodged with the concerned Police authorities against these Sawmills owners who have again started functioning after breaking the seal affixed earlier. |
