* 28. Will the Minister in charge Public Health Engineering be pleased to state when will the water supply from the Greater Shillong Water Supply Scheme, Mawphlang be supplied to the localities of Malki - Nongthymmai Constituency? |
While water from Greater Shillong Water Supply Scheme is being supplied to many localities of Shillong, houses in Malki - Nongthymmai area are expected to get covered around June 2005. |

(a) Whether the Government is aware that escalating is one of the reason for indebtedness among the poor and the middle income group? |
(a) Government is not aware of the factor of escalating cause of Health Services. |

(b) If so, the measures the Government has adopted to bridge the sharp inter-district variations in availability and utilisation of Health care services? |
(b) Government is trying to improve the Health care system equally in all the Districts considering the local conditions and the requirement. |

(c) Whether the Government universalized access to Primary Health care facilities not only in terms of creating physical infrastructure but in terms of equipping each Health Care Center with adequate Medical and para-Medical Staff? |
(c) Yes Sir, Government is giving due attention to equip the Health care centres not only in terms of creating physical infrastructure but also providing adequate medical staff as per the Government norms and within the financial and manpower constraints. |

(d) If so, the number of Staff and quantity or quality
of Medicine provided in each PHC and CHC in the State? |
(d) The staffing pattern for each CHCs/ PHCs is as per the national norms. As far as Medicines is concerned, the Heads of the Districts/Hospitals submit their requirements of medicines based on the disease profile in their respective districts/Hospitals and as per the number of outdoor and indoor patients registered. The registration is approved by the DHS (MI) and the indenting Officers accordingly procure the medicine from the approved firms at the Government approved rate in force as per the availability of funds. |

(a) No order has been issued to administrative Department of the Government that the patients who have to undergo medical treatment outside the State have to be referred to NEIGRIMS. However, an instruction to DHS has been issued that such cases may first be referred to NEIGRIMS. |
