Sir, for the year 2003-04 the total Budget provision was Rs.3503.69 lakhs out of which Rs.3498.80 lakhs was the revised allocation and utilization was Rs.2813.24 lakhs. During the year 2004-05 the Budget provision was Rs.4211.20 lakhs. Revised allocation was Rs.4926.84 lakhs and utilization is 2357.94 lakhs upto 31.12.2004.

(a) Whether it is a fact that the AMPT Road under N.E.C. is in the dilapidated condition?

(a) Yes, Sir, in stretches.

(b) If the answer to (a) is in affirmative, the steps being taken to improve the road?

(b) Repair estimates for damages stretches between 1st - 72nd Km of the road amounting to Rs.100.00 Lakhs have recently been sanctioned and works have been taken up under N.E.C. funding. In addition, the improvement of road pavement portion from (3-12 Km) and 79-88 Km) under Central Road Fund (C.R.F.) is in progress.
For the portion from 73 Km to 133 Km, necessary estimate for improvement work, including flood damages has been submitted to N.E.C. under approved Tenth Plan Schemes of N.E.C. for sanction.

(b) The administrative arrangements for purchase of medicines will be streamlined and computer aided system will be put in place. Government will take all necessary measures to ensure that anomalies do not occur in this matter.

Sir, during 2003-2004, the original outlay under State Plan including Centrally Sponsored Scheme was Rs.2589.00 lakhs, which was revised to Rs.808.00 lakhs and the expenditure, incurred was Rs.487.30 lakhs.
The original outlay for State Plan including Centrally Sponsored Scheme during 2004-2005 is Rs. 2703.50 lakhs and the revised outlay is Rs.2265.50 lakhs. Total expenditure for the year will be known by the end of the financial year.

(a) The total fund released to the Department out of the total projected amount and amount utilised out of the allocated fund during 2003-04 and 2004-05?

(a) The expenditure for the year 2003-04 was Rs.125.21 lakhs as against the revised State Plan outlay of Rs.160.00 lakhs and along with Central Financial Assistance of Rs.38,000/- totaling to Rs.125.59 lakhs.
As regards 2004-05, while the Revised State Plan Outlay is Rs.220.00 lakhs, the Central Financial Assistance as also the expenditure incurred would be known only after 31.3.2005.

(b) The fund allocated to each district financial and physical achievements during 2003-04 and 2004-05?

(b) The Schemes under Tourism Department generally relate to infrastructure creation, beautification and upgradation, provision of tourist facilities, development of water sports, publicity efforts, participation in National and International Fairs and Festivals and financial assistance to Meghalaya Tourism Development Corporation (M.T.D.C.).
Thus, the results of Tourism Schemes because of their nature are not immediately evident and take sometime. However, the tourist arrival figures for the calendar year 2004 contrasted to the calendar year 1999 shown below speak for themselves.

(b) For the portion from Upper Shillong to Nongstoin, the notification was on 27th February, 2004.

(c) If the answer to (b) above is in the negative, whether the Government intend to make it a National Highway in the near future?

(c) Yes, Sir, for the remaining portion of the road, the matter will be pursued with the Central Government.
