Manning of Water Supply Schemes

(b) If so, the detail of the steps taken so far in this regard ?




 		 (b) Sir, the Department is contemplating to hand over completed water supply schemes to village committees for future maintenance as per norms of Government of India. Hence, engaging new Muster Roll labourers to maintain completed water supply schemes has become difficult. Further, financial constraint is also a major factor for engaging new Muster Roll labourers.

Construction of New Bridge at Umngot River

(c) If not, the reasons for the delay in implementing the project ?

 (c) Revised Estimate based on the tendered rate of the only qualified bidder was submitted to the Ministry of Road Transport and Highways, New Delhi but the Ministry did not agree to the same and decided not to approve the Revised Estimate. It has also been decided by them to shift the new bridge site further down stream in order to get better approaches to the bridge and also to avoid effect of blasting on the existing suspension bridge during construction. This has delayed implementation of the project.

 A number of measures has been taken to modernise the police force of the State in terms of mobility, weaponry, security equipment, Training equipments, equipments for the Forensic Science Laboratory, Traffic equipments, equipments for aid to investigation, computerization and construction of Police Station buildings and Outposts, construction of Border Management Headquarters at Baghmara, construction of repeater stations, Communication equipments, Police Communication Net Work (POLNET), etc.

Self Help Group

 Will the Minister in-charge, Community & Rural Development be pleased to state the measures taken up by the Government to boost up Self Help Group in the State ?


 

Sir, the measures taken by the Department to boost up the Self Help Groups (SHGs) are :-

  1. Government agencies like DRD As and Blocks are promoting SHGs.
  2. Social mobilization for formation of of SHGs are undertaken by Blocks officials and NGOs.
  3. APOs/Mukhya Sevikas are posted at DRDAs especially for promoting SHGs.
  4. Capacity building of such Self Help Groups/partner NGOs/Officials are given importance and they are trained at SIRD/District Headquarters/Blocks and village levels from time to time.
  5. Grading of these SHGs is taken up periodically along with the blanks so as to establish their credit worthiness for Bank linkages.
  6. Graded and healthy SHGs are given Revolving fund of Rs. 10,000/- for their group economic activities.
  7. Assistance is given to various SHGs to participate in various Melas/Trade fair (Saras) both inside and outside the State every year.
  8. Efforts are also made to encourage SHGs to participate in all other development programmes of the Government.
  9. Periodic review meetings with bank officials at Block and District levels are held.
     

Prevention of Influx from across the Border

 Will the Minister in-charge, Home (Police) be pleased to state the steps or policy decision taken by the Government to prevent influx from across the border ?











 

Sir, the State Government have taken the following steps to check infiltration.

  1. Setting up Check posts, etc. as follows:-
    1. 10 (ten) Patrol Posts.
    2. 4 (four) Immigration check posts.
    3. 5 (five) Infiltration check posts.
  2. 80 (eighty) BSF Border Outposts has been set up along the Indo-Bangladesh Border of the Meghalaya sector to check infiltration and to guard the Border.
  3. Illegal migrants detected within 10 kms. of the Indo-Bangladesh Border are pushed back.
  4. Illegal migrants detected beyond 10 kms. of the Indo-Bangladesh  Border are prosecuted as per provision of the Foreigners Act.
  5. A State Level Monitoring Cell has been set up to monitor the progress of detection/deportation and to give direction/guidelines in matter relating to illegal staying of Bangladeshi nationals in the State.
  6. The Government has set up 7 (seven) Districts Task Forces for detecting the Bangladeshi nationals.

Only candidates who pass the eligibility tests would be eligible for appointments to the vacancies, subject to the further passing of the personal interview which will be conducted by a Committee headed by the respected D. Extension of Social Security to Retired Teachers

Jowai By Pass

 The position of the Jowai By Pass ?




 (a) The Ministry of Road Transport and Highways, government of India have entrusted implementation of four lane Jowai By-Pass to National Highway Authority of India (NHAI), who has entrusted preparation of Feasibility Report and Detail Project Report to M/S Wilbur Smith Associates Private Ltd., Kolkata. Preparation of the report is under process.

 The steps taken by the Government to acquire the land and the nature of compensation ?


 (b) The Ministry of Road Transport and Highways, New Delhi had sanctioned an amount of Rs.91.88 Lakhs during the year 1999 for Land Acquisition for double lane of Jowai By-Pass and an amount of Rs.80.00 Lakhs was placed at the disposal of the Deputy Commissioner, Jaintia Hills District, Jowai. However, the Land Acquisition could not be finalized in view of the higher rate demanded by the Land owner.

(c)

 

 When will the Project be implemented ?

 		 (c) Project will be taken up as soon as the land acquisition process will be completed and estimate is sanctioned by the Ministry of Road Transport & Highways, New Delhi.

 Will the Minister in-charge, Minister in-charge, Health and Family Welfare be pleased to state the reason why a Public Health Centre cannot be set up within Pynthorumkhrah Constituency ? Within areas adjacent to Pynthorumkhrah, there is Ganesh Das Hospital, Nongmynsong Sub-centre and an Urban Health Centre at Demseiniong. Setting up of a PHC is not being considered at present because of need to prioritise construction of PHc's in the State.

 		 Whether the Government has put on abeyance the application of High Security Registration Plate for Motor Vehicles ?
 		 (a) Yes, Sir.
However, the implementation of High Security Registration Plate has again been resumed in pursuance to the High Court's Order dated 27.10.2006.

 		 If so, the rationale for it ?




 		 (b) The implementation of High Security Registration Plate had to be kept in abeyance because of the objection raised by the Joint Action Coordination Committee of Commercial Vehicles Owners and Operators of Khasi Jaintia Hills. However, the implementation of High Security Registration Plate has been resumed, as stated in reply to (a) above.
