i) Joint Director, Sericulture & Weaving, Tura :- The reason for not filling up the post is due to non-suitable/eligible candidate. The promotion will be taken up after the Officers concerned in the rank of Deputy Director have completed 3 (three) years.

ii) Sericulture Development Officer, Tikrikilla :- The post is lying vacant and it will be filled up on the basis of 50% Direct Recruitment through Meghalaya Public Service Commission.

iii) Principal, Handloom Training Institute, Mendipathar:- Due to non-availability of suitable candidates in the rank of Zonal Officer, Weaving for promotion to the post.

iv) Handloom Development Officer, Dilma:- On promotion of Officer from the post of Handloom Development Officer to the higher post of Zonal Officer, Weaving, Tura on 2005 the post is lying vacant till date and it will be filled up by 50% promotion.

v) Handloom Research Officer, Mendipathar :- The post is lying vacant on 2005 on promotion of Officer as District Handloom Officer, Nongstoin. The post is to be filled up direct recruitment through Meghalaya Public Service Commission.

vi) Instructor, Handloom Training Institute, Mendipathar :- There are 3 Nos. post of Instructors which are lying vacant. The vacancies occurred due to due to non-availability of suitable candidates for promotion from lower ranks.However, the post will be filled up by Direct Recruitment through Meghalaya Public Service Commission and action for Advertisement will be taken up shortly.

vii) Sericulture Development Officer, Resubelpara :- On promotion of Officers in the rank of Sericulture Development Officer, Resubelpara to the higher post of Zonal Officer, Sericulture, Tura on 2005 the post is lying vacant till date and it will be filled up by 50% promotion.

viii) District Handloom Officer, Williamnagar :- On promotion of Officer in the rank of District Handloom Officer to the higher post of Zonal Officer, Weaving on 27.10.1994, the post is lying vacant till date and it will be filled up by Direct Recruitment by 50% basis.

(a) There are 4 (four) weighbridges and 5 (five) checkgates in between Dainadubi and Nongalbibra of East Garo Hills.

(b) The agency who are operating/controlling those Gates and Weigh Bridges?

(b) The Agencies operating the Weighbridges are:-

1. Transport Department.

2. Directorate of Mineral Resources.

3. G.H.A.D.C.

The Checkgates are controlled by :-

i) Forest Department :-
2 (two) Nos. at Rongjeng.
1 (one) No. at Wageasi.

ii) G.H.A.D.C.
1 (one) No. at Dainadubi.

iii) Taxation Department :

iv) Transport Checkgate at Dobu.

(c) The objective of keeping those Gates and Weigh Bridges?

(c) Weighbridge at Dobu is being utilized by the Transport Department with an objective to check the overloading of coal trucks plying on the National Highway - 62.
Taxation, Forest, DMR and Garo Hills District Council are operating their Weighbridges and Checkgates for the regulatory works relating to their respective Departments.

(d) Whether it is a fact that the operators of all those Gates and weigh Bridges are collecting money from all the trucks

(d) Yes, Sir. It is a fact that taxes, royalty and fees and fines are collected by the Government run weighbridges and Checkgates as per rules.

(e) The Achievement so far is as follows :-

1. 837 Primary Schools have been open.

2. 723 Upper Primary Schools have been open.

3. TLE Grant has been sanctioned to 837 Primary Schools @ Rs.10,000/- per Schools and 723 Upper Primary Schools @ Rs.50,000/- per School.

4. School Grant @ Rs.2000/- per School has been given to all existing Government and Government Aided Elementary Schools.

5. Teachers Grant !@ Rs.500/- has been given to all teachers in Government and Government Aided Elementary Schools.

6. 1964 EGS Centres has been open.

7. 6579 Children with Special Needs have been identified.

8. 39 Blocks Resource Centres have been made operational.

9. 437 Cluster Resource Centres have been made operational.

10. 8675 Teachers have been given in Service Training.

11. 2878 Teachers have been deputed for the CPE Programme.

12. Text Books has been given to 121325 Primary School Children and 61638 Upper Primary School Children.

13. 90% of Civil Works sanctioned have been completed.

14. 1st Phase of Enrolment Drive has been completed.

15. The Kasturba Gandhi Balika Vidyalaya has been made operational in Rongram Block in West Garo Hills.
