*12. Will the Minister in charge Revenue be pleased to state the present status of Meghalaya-Bangladesh Border fencing?

Sir, as far as the Garo Hills Sector is concerned, the fencing has more or less been completed.
In the Khasi and Jaintia Hills Sector fencing has been completed from Kaitakona to Rajapara and from Patharghat to Bholaganj. In respect of other areas, it was decided that in areas under adverse possession, fencing work will be kept in abeyance till the matter is sorted out with the Government of India. In areas where the fencing lies beyond 150 yards, a fresh survey be conducted and a map prepared showing the actual position of the fencing. Instructions have been issued to the concerned authorities to conduct the survey on the said lines and submit a report to the Government urgently.

Sir, the Government have decided to institute an enquiry to be presided over by the sitting Judge of the Hon'ble Guwahati Court. The matter has been taken up with the Hon'ble Chief Justice of the Guwahati High Court, who had replied that a sitting Judge was not available for this purpose. Accordingly, the Chief Minister has vide his letter dated 18.1.2006 requested the Hon'ble Chief Justice to suggest a panel of retired Judges for this purpose. A replied is yet to be received, and a reminder to this effect has been issued.

(a) The names and addresses of the allottees of stalls at Urban Shopping Complex at Khyndailad?

Sir, out of 91 stalls in the complex, 41 stalls have been allotted for Rehabiliation of stalls owners whose stalls were demolished for improvement of Khyndailad junction, also 50 stalls have been decided to be allotted to un-employed youths inclusive of 7 stalls which could not be completed due to a court case.
A list showing names and addresses of the above persons is places on the Table of the House. The above decisions were taken on the following considerations :

1. For Rehabilitation of the stall owners of the Municipal stalls which were demolished for improvement of Khyndailad junction.

2. For un-employed youths on the following additional criteria.

   1. Educational Qualification

   2. Family Income

   3. Family size

   4. Employment prospects

   5. Choices of Trade

   6. Justice and equity to local unemployed youths
