Status of Shillong Bye-pass Project

(a) The current status of the Shillong Bye-pass Project
? |
(a) The land has been handed over to PWD by both the Deputy Commissioner of East Khasi Hills and Ri-Bhoi District. The Ministry of Road Transport & Highways Government of India have entrusted National Highway Authority of India for the construction of the Bye-Pass, which in turn entrusted the consultant M/S Wilbur Smith Associates Pvt. Ltd. for preparation of DPR for the proposed 4-laning of Shillong Bye-Pass. |

(b) When is the project likely to take off ? |
(b) The project preparation is targeted for completion by May, 2006, Sir. |

(c) Whether any time frame has been fixed for completion of the project ? |
(c) This will be done after finalisation of the Detailed Project Report by the National Highway Authority of India, Sir. |

(d) Whether the State Government has approached the Ministry of Surface Transport for necessary sanction and if the same has been complied with ? |
(d) Yes, Sir. The Ministry of Road transport and Highways have already entrusted National Highway Authority of India for construction of the Shillong Bye-Pass. |

2. Building - 50% of official and residential buildings have already been completed. |

8. Electro Mechanical Works - Letter of Intent for the main package i.e. Design, Supply Insurance Transportation, Delivery, Storage, at site. Assembly, Election, Testing and Commissioning of the Generators, Turbine and Computerized Control System including Associated Auxiliaries has already been issued. |

(b) The stipulated time for completing the construction of the whole project ? |

granted after passing the SSLC, HSSLC and Degree. For the year 2004-2005
an amount of Rs.17,02,59,290/- was sanctioned and is in the process of
disbursement. For the year 2005-2006 an adhoc amount of Rs.6,42,72,000/-
was received from Government of India. |

Online Lottery

(a) Whether it is a fact that the Government is contemplating to float open tenders to operate on line lottery ? |
(a) No, Sir. |

(b) The reasons why open tenders were not floated in
the past? |
(b) On-line lottery was a new concept and the cost for setting up infrastructure was very high. To earn the State the much required revenue, the offer made by M/S M.S. Associates was accepted after negotiation after obtaining approval of concerned Departments. |
|
(c) The total dues yet to be realized from M.S. Associates till date? |
(c) Rs.33.389 Crores lying outstanding against M.S. Associates as per agreement which is @ of Rs.30,000/- per draw or Rs.12.00 crores per annum whichever is higher. |

(d) Whether the concerned firm is meeting the Minimum Guarantee Assured amount ? |
(d) No, Sir. |

(e) If not, the reasons thereof ? |
(e) The firm has filed a Legal Notice that Government has violated Clause 2 of the Agreement dated 23-04-02 by appointing Paper Lottery Distributions and has claimed parity for payment of Minimum Guarantee Return and amount payable per draw. Since this involves legal issues, Government has set up a Negotiation Committee to discuss the matter and submit its report to the Government for a decision. |

Construction of New Assembly Building

(a) The current position vis-a-vis the decision of the High Power Committee to locate the New Assembly Building Complex at Upper Shillong ? |
(a) High Power Committee inspected the site on 16.03.06 and agreed upon unanimously to accept the site for the construction of New Assembly Building at Upper Shillong subject to 'No Objection Certificate' from the Air Force Authority. The location is approx 6 Km away from the old site. |

(b) Whether the work will be allotted to the firm earlier short listed for the work at the old site at Khyndai Lad ? |
(b) The contract agreement with the contractor short listed earlier has not been terminated yet, Sir. |

(c) The tentative dated for the commencement and completion of the construction respectively ? |
(c) The sites selected by the High Power Committee belongs to Agriculture Department. So, formalities for the handing taking over of land will take sometime. It is expected the work will commence from August 2006 and work will complete by 2009. |

Encroachments in State and Forest Reserve

(b) Necessary legal action under provisions of the Meghalaya Forest Regulation (Application and Amendment), Act 1973 have been taken against encroachers by the concerned Divisional Forest Officers and cases in sub-judice in district Courts concerned. The Divisional Forest Officers in the Districts have been instructed to stem encroachment and to ensure that no fresh areas are encroached upon. |

On receiving the information, the Police immediately rushed to the spot and conducted raids in all the suspected areas to nab the accused. The raids were conducted for about three to four days, however, the accused were not arrested so far. The investigation is continuing. |
